Tobacco Taxation 101 (TT101) – 2026

Tobacco Taxation 101 (TT101) is a flagship five-week online course delivered by the Research Unit on the Economics of Excisable Products (REEP) in collaboration with Tax Justice Network Africa (TJNA) and co-sponsored by Cancer Research UK. The 2026 edition, running from 16 March to 17 April 2026, is designed to strengthen global capacity for evidence-based tobacco tax policy, excise tax reform, and public health financing.

The course provides a comprehensive introduction to the economics, fiscal policy, and governance dimensions of tobacco taxation, enabling participants to design, model, and evaluate tax systems that reduce tobacco consumption while increasing government revenues and supporting sustainable development.

What Participants Will Learn

Through a structured five-week programme, participants will gain practical skills in:

  • Understanding the health and economic burden of tobacco use

  • Applying economic principles such as price elasticity and tax incidence

  • Designing and modelling excise tax structures

  • Addressing illicit tobacco trade, tax evasion, and regulatory challenges

These topics are delivered through four core modules:
Tobacco taxation in context; Economics essentials; Structuring and modelling excise taxes; and Illicit trade and policy roadblocks.
